Loot in Janani Suraksha Yojna under Mayaraj


Uttar Pradesh Chief Minister Mayawati always says that she is the apostle of woman and Dalits. But if we go through the present records of Uttar Pradesh we can realize that she has failed on both the fronts. Under Maya regime, the crime against women and atrocities against Dalits have piled up. The recent report from the National Crime Record Bureau clearly indicates the increase in crime rates, rape and atrocities in U.P. 
Launching the Congress campaign for the upcoming assembly elections in the state, Congress General Secretary Rahul Gandhi had slammed Mayawati for the rampant corruption in the state as well as the atrocities against women, dalits and farmers.  “Under the Janani Suraksha Yojna, Rs 1,400 is given to a mother for having an institutional delivery. This curiously resulted in several thousand women in Uttar Pradesh having a child every week. Looking closely at the records one finds women with the same names having 52 children within a year,” said Rahul Gandhi.
The details gathered under the RTI prove that Rahul Gandhi was right when he pointed out the misuse of the Janani Suraksha Yoijana (JSY) under the BSP rule. Some glaring cases are:
·         Neelam (26), resident of Tarwa Mahant village of Shravasti, was shown as having delivered babies on three days in a row i.e. October 27, 28 and 29, 2010. She was also shown to have delivered a baby on May 18, 2010. Two times, the name of her husband was mentioned as Rajendra and twice as Dinesh. On spot verification, only one Neelam, wife of Rajendra, was found, who delivered a baby on October 27, 2010

·         Jyoti, wife of Chetram, resident of Jamunahi village in Ikauna block of Shravasti, delivered a baby on February 22, 2011. Three ASHA workers, namely Ram Kumari, Madhvi and Preeti Singh, claimed Rs 2,000 each for the delivery

·         Ameerun Nisha, resident of Bargadhai village, Inhauna block of district Shravasti, delivered a baby twice in 15 days. Rs 2,000 was drawn in her name first on January 18, 2011 and then again on January 31, 2011

·         Razia Bano, resident of Shipura village in Shivpura block of Balrampur district, first delivered a baby on May 5, 2010 and then delivered a second baby on June 12, 2010

·         In Sitapur, 60-year-old Noor Jahan, wife of Kallu Khan, resident of Shivthan village of Mishrikh block, is shown as 21-year-old woman who delivered a baby on August 13, 2010. Noor Jahan had actually delivered a baby 17 years back
This is not a concocted story but the glimpses of some naked and blatant truths of corruption under the present Mayawati Government. The JSY which is framed with the objective of reducing maternal and neo-natal mortality by promoting institutional delivery among the poor pregnant women, we can see how the scheme is being misused. Mayawati, who herself claims to be messiah to protect women rights, closes her eyes towards this insensitive corruption and open loot in the state thus prevent this scheme from reaching to the poor and deserving poor women. Not only the JSY funds are being mismanaged, the crore of Mahatma Gandhi NREGA funds are also not being misused by Mayawati in Uttar Pradesh.
In an attempt to target the Mayawati government over corruption in the National Rural Health Mission at the grassroots level, the Congress has been verifying the lists of beneficiaries of the Janani Surksha Yojna it had obtained by filing RTI applications earlier this year. To begin with, work has begun in 131 Assembly constituencies in central UP. Trained volunteers have spread out in selected villages to identify JSY beneficiaries who do not exist, or who were never paid the cash incentive although funds were withdrawn in their name. The volunteers will draw up lists of BPL and SC/ST women who were denied benefits of the scheme.
While Rahul Gandhi spoke of the glaring information gathered from the official record of a woman delivering a baby once a week and 52 times a year in Uttar Pradesh according to the official record of the Janani Suraksha Yojana (JSY), Youth Congress men in the state are also preparing an exhibition of glaring cases of corruption in the scheme at their state office in Lucknow. The exhibition, based on an audit conducted in 12 blocks, is expected to start on Tuesday and will then be taken to district offices of the Youth Congress as well. It will display cases of corruption and major anomalies found in the official record made available in response to the RTI application which state Congress President Rita Bahuguna Joshi had filed in Lucknow on April 27 in the presence of Rahul Gandhi.
